호르무즈 해협을 통과하기 위해 이란 정부에 통행료를 지불하는 행위를 포함해 이란 정부와 소통을 거쳐 안전 보장을 받는 행위 자체를 금지하겠다는 취지다. 이는 호르무즈 해협에 대한 이란의 통제권을 인정하지 않겠다는 의도로 해석된다.

앞서 이란은 미국과의 전쟁이 시작된 후 에너지 해상 운송 요충지인 호르무즈 해협을 사실상 봉쇄했다. 이후 이란은 호르무즈 해협 통항을 관리한다는 명목으로 페르시아만해협청(PGSA)이라는 기관을 신설했고, 선박당 최고 200만달러에 달하는 통행료를 부과하려는 것으로 전해졌다.

우방국이나 관계가 양호한 나라의 선박의 경우 '협의'를 거쳐 예외적으로 호르무즈 해협 통과를 승인하기도 한다. 실제로 최근 페르시아만 내부에 갇혀 있던 비(非)이란 국적 대형 유조선 중 약 4분의 1이 이 같은 방식으로 호르무즈 해협을 빠져나가는 데 성공했다고 매체는 전했다.
